If you have TWC's home phone service, just dial 611 from the home phone and you'll go straight into Tier 3 Tech Support. They handle all 3 core services and are usually domestically located.
Otherwise, click the following link, enter your ZIP on the upper right and click the "call us" tab on the lower 1/2 of the screen. It'll give you various local numbers that you can call for internet support.

Unfortunately, we don't have technicians here at Directly. We provide support when customers like yourself need it.
But to your question with speaking with a tech, that won't happen here.
You can call Customer Support and explain the issues you are experiencing with your service. They can schedule a service technician to trouble shot the issues.
