The basic issue is Nikki that Cellular Service Like the Digital voice services now offered by so many providers has no way to bill the incoming collect calls, it is how we save you money because these services are not regulated by the PUC so we can offer them at a lower cost w/ unlimited long distance etc... Without charging an arm and a leg. Unfortunately you end up giving up certain features like being able to accept collect calls . You might contact the prison system and see who is the provider or, you might be allowed to provide pre-paid calling cards. But that is totally up to the prison.

Its true there is no way around it. My guess is because there isnt a way to bill for the charges.
