Its really a question of call forwarding. There are comlicated ways of setting it up , the best thing to do would be to dial tech care from a different line and have them set it up for you.

Dial 1 800 937 8997 from an alternate device. When the automated voice asks "How can I help you today?" Respond with "Technical Care" if you have a regular phone or "Blackberry" if you have any type of smart phone. This will route you to the correct department, minimizing hold and transfer times. Ask them to increase the conditional call forwarding times in the iHLR. The standare ring time is 25 seconds and there may be a shorter time set on your device for some reason, but in any event they can extend this out to 30 seconds.
