    THere are really too many variables to really know why the exception was made in one case and not the other. Most likely the agent was trying to be nice and did it to help you out. This is actually one of the most common reasons for agents being fired. They make exceptions and then when another agent follows company policy people get upset and complain about the agent who was doing their job... Which is very understandable because you feel like one agent is trying to take advantage of you. I apologize for the inconsistency and I'll make sure Buffalo station manager knows about the issue the next day I work.
