I am sorry to hear you're having difficulty with this. The call center reps are generally discouraged from calling out, as they are inbound reps (speaking from experience). There may be a bit of a line, but you can take your bill into a customer service lobby and speak to someone face to face. Once things are sorted out, you can even make a payment while you're there.

Concerning the hanging wire, where was it? If the line was hanging low between the house and pole, you are not libel to pay that, unless something you did caused the issue. If the line was hanging low against you house, it is considered your property, and could be responsible for the service charge.

Again, take your bill into the nearest service lobby, or call in and insist on a supervisor. This is certainly to a point where you should be escalating beyond the front line employees, given the time you've spent on the phone already.

Any comcast wire on the outside that needs repaired ect you are liable for nothing, if you called and it was another companies line ie ATT then you will be charged for calling a tech out.. How much was the charge for?

It is easier to take your bill into the payment center then it should get taken care off and any questions answered face to face... If your bill comes i would pay it even if it means paying that charge you still have time to dispute it and should be credited, cause if the bill doesnt get paid then you go into non pay and if services are disconected then theres usually a charge to reconnect it which means more money...
