I have been with Bank of America for 2 years and 7 months as a teller and now as a Sales and Service...
If the person who the check is made out to is a BofA customer, you and that person can go to a local branch with your valid government issued IDs and the teller can assist you with getting the check cashed.

You can NOT cash a third part check.
Unless,
The person is there with you (the person the check who is made out to)
Is there a reason why the person can't cash the check and give you the cash? (This is something the associates will ask you)
If the check is under $100, it will be easier to negotiate.
If the check amount is over $500, more than likely no.

As you said that you are non bank of America customer and you want to cash your third party check, then my answer is yes you can withdraw by showing your tax identification number or social security number also you have to provide your ID information with your personal details to teller and also a fees will deduct which would be $6.00 or $ 5.00. this fees will deduct because you are non bank of America customer. i always audit on checks so i have seen that non bank of America customer also can withdraw.
Note: if you withdraw amount more than $10000 then you have to update your all personal details because this is part of compliance and risk.
