This is what AT&T calls a Transfer of Billing Responsibility (TOBR), and there are usually two ways to complete the process. First, you can go to www.att.com/transferservice and log in to your account online. You will need the other persons full name and email address. Once you authorize the person to take over the line, it will email them a link to complete the process. For the other person, it takes an average of 10-15 minutes to complete it online, as they have to enter their name, address, SSN, and other personal information, as well as choose a new plan and what features they wish to have.
If you do not wish to do this online or the system states it cannot be done, please call customer service so they can review your account, place the authorization note on your account (which is valid for 14 days) and transfer you to the correct department.
