Report the issue to tech support if it is only from your phone. But if also a landline issue as well then it maybe the issue on the other end.

Are you trying to call from a landline or cell phone? If you are trying to call from a cell phone, you may not have the feature enabled on your account that allows calling to other countries. If you are interested in calling, you may want to go to www.att.com/global and click on the World Connect rates. This will tell you what the standard rate is as well as the discount with the World Connect plan, which runs $3.99/month. If you want to add this feature, in most cases it can be done by logging in online and selecting features to add to your plan. If the website does not allow it, call customer service at 800-331-0500 or 611 from your cell phone.
If you are trying to call from an AT&T landline (home) phone, you will have to call customer service to enable that calling as well. Their number is 800-288-2020. -

Are you trying to place a call to India from your wireless device? You will need an international feature on your account to do so. There is standard dialing and there is ATT World Connect 3.99 / mo that offers great per minute discounts to call to India. There are also texting pkgs available. Call 800-335-4685 to get directly to International Customer Service for ATT.
